For years, this toilet has not flushed out cleanly. I've tried:
* plunging it,
* increasing the tank fill level to the maximum,
* adjusting the flapper to maximize the flush volume, and
* even removing and reinstalling the toilet to make sure there's no blockage at or below the floor.

Still, the bowl does not flush out when I press the flush lever. The water just swirls around in the bowl:

As you can see, the tank goes from almost completely full to almost completely empty when flushed:

If I quickly pour about 2 gallons of water into the bowl, the water siphons out of the bowl quickly:

This makes me think there's not a clog downstream of the bowl.

It seems to me as if water is not flowing from the tank to the bowl quickly enough.

I think I see a siphon jet at the bottom of the bowl.You need to clean it out.

take a whole bottle of CLR and (with the toilet about empty) pour it down the overflow tube and let it set overnight.
this should clear out any calcium deposits in the passages.
fill the toilet and see if that helps.

I started by using a set of hex keys of various sizes to clean out the insides of all of the rim jets, but almost no buildup came out of them and the flush didn't get any better after about 30 minutes of cleaning them all out. I tried using a toothbrush to scrub out the inside of the jet at the bottom of the bowl. When I did, a sandy and cloudy substance came out. I scrubbed it hard in all directions for several minutes. After that, the toilet flushes perfectly!

If that hadn't worked, I would have bought some CLR and used that.
