tankless water heaters are sized by GPM. (gallons per minute)

you need to know how many sinks you have, what is the maximum GPM at each sink and now come up with a maximum GPM needed when all sinks are running at once.
remember that you are in a cold climate so your incoming water temperature will greatly affect the hot water output in the winter months.
yeah, the GPM of hot water produced relates to a certain temperature rise from cold to hot.
it's a little tricky equation here. when only one sink is running the heater will turn on but the flame in the heater will be small. the flame will increase in size when the demand increases.
i would talk to the engineering department of whichever heater you choose.
