 Improving flush power on toto?

Recently purchased condo and am having issues with both toilets flushing. The flush power is weak and definitely isn't getting 1.6GPF as denoted on the toilet.

Is there a way to adjust the tank configuration to maximize gallons per flush? From what I can see the flush valve and float is too low, but the valve height can't be increased without removing the top lid completely.

Unfortunately, the fill valve seems to be right up against the tank rear wall, so you will have to take the fill valve off the tank to adjust the water level height. At the very least the mount for the fill valve has to be loosened up enough for the adjustment to be performed.

The level does seem too low.

Check the siphon jet hole at the bottom of the bowl. Stuff builds up inside the hole and restricts the flow, causing a weak flush.

I believe you can adjust the fill valve by first turning off the water supply to the toilet
Turn the blue valve body a quarter turn clockwise then lift to desired height
Turn the valve body a quarter turn counterclockwise to lock it back into position
Turn on the water supply and test

It is the other way around - CCW to unlock, CW to lock.

The valve is right up against the rear wall and there is no room to turn it CCW to unlock. Hence my suggestion to loosen the fill valve mount to adjust height.

My go to fill valves were Fluidmaster but I have switched over to Korky because the Korkys are super reliable and quieter. Customers appreciate the quietness in ensuite bathrooms.

If it was my toilet I would take this opportunity to replace the old fill valve. While the Toto fill is a bit expensive, the Korky universal 818MFR is not expensive and will perform just as well if carefully adjusted to match the toilet requirements
