I have a 5 month old Rinnai RE199e tankless water heater. It is on propane. There is a blue flame coming from the exhaust primarily when the water heater is under low demand. Any suggestions as to why and the possible repair would be appreciated.

It is DANGEROUSLY broken if what you are describing is accurate.

Broken gas valve AND 'probably' an inoperative safety switch.
assuming you actually have a 'blue flame' visible at the exhaust vent
ON SITE REPAIRPERSON REQUIRED
