 Toilet is easily clogged

I'm a woman who knows very little about plumbing but this seems to be the best place to ask questions. I live in a very old apartment building (built in 1906). Recently, my toilet has had issues flushing solid waste completely. It will eventually drain but doesn't quite complete the flush. Sometimes I'm able to plunge it and it will work fine for a while. The building's owners just installed a new toilet expecting it to fix the issue. It did not and the new toilet is acting just like the old one. The plumber who installed the new toilet came to unclog it yesterday and said he snaked it and also used a chemical to help clear things.

I am wondering if it was the toilet at all. Since the new one is having the same problem, could it be something other than the toilet? I've lived in this apartment for 4 years and this has only been an issue for the last year or so. Is there something that could be causing this that wouldn't be corrected by the snaking and chemical treatment the plumber performed yesterday? No other tenants on this floor are having issues. Can anyone give me an idea of what I might ask the landlord to look at as a possible cause?

try the bucket test
5 gallon bucket of water poured down the toilet rather quickly.

it is possible the water level in the new toilet tank is set too low
