Have a manufactured home toilets do not carry waste when flushing have to plunge to get rid of waste have replaced toilet twice home is a 2012 year model has been doing this since new previous home on lot had no problem thinking it is a ent issue. Can a external vent be installed?

try the bucket test.
pour a 5 gallon bucket of water into the toilet/s quickly and post back the results.
it could be as simple as the water level in the tank being too low.

Check to see if a trap has been installed in the plumbing after the toilet. This creates a "double trap" since the toilet already has a trap built into it. Had this situation at a previous hose and every other flush the toilet would act like it was plugged solid, turned out to be getting airbound because of the downstream trap the previous owner had installed.
