When I wash the water goes into both kitchen sinks and dishwasher. The sinks drain before the rinse water comes into the sinks but the dishwasher does not. Why is the wash water not draining properly?

You have TWO issues.
1 - There is a stoppage in your piping.
2 - You have an IMPROPERLY installed dishwasher w/o an air gap on the dishwasher's drain tube AND a failed internal 'duckbill' check valve.
Sounds like you need an on site plumbing professional.

Could be a number of things.
Is it something that was working and recently this happened or is it a new install, a new improvement or you just moved in but has no knowledge of it's history?

Drainage water should NEVER back-up INTO a properly installed code compliant dishwasher.
PERIOD - END OF CASE
