 poor flushing zurn closet and valve

I work at a school in NC. We recently had a remodel done. The plumbing contractors installed Zurn Z-5655 floor mounted, siphon jet, top spud 1.6 gallon water closets with Zurn ZEMS-6000AV 1.6 gpf valves. 2 out of 24 just do not flush right. It seems like they just don't push enough water through to flush the solids out of the bowl. I have changed the diaphragm to ensure that we are getting 1.6 gpf. I even tried a 3.5 gpf diaphragm. No luck. The two closets just will not flush hard enough. Has anyone had defective Zurn toilets? Several years ago we had a batch of defective Kohler toilets with a porcelain marble blocking the hole. Could they be stopped up with junk out of the water lines?

my first thought is a bowl wax shifted while setting the bowl and is partially blocking the hole in the bottom ?

have you tried to auger the bowl?
have you tried the 5 gallon bucket test?

The bowl and pipes are not clogged.

few minutes work but take a flushometer from a working unit and swap it with one that doesn't. if you get the same results then the toilets are bad.
