The bottom surface of the white rubber seal mates with the flush valve seat and water cannot get past it. What prevents water working its way past the top surface, past the ID and then into the flush valve passage? Does the ID of the seal also mate with the corresponding part of the assembly and thus prevent water from leaking past it?

Question arose when I noticed that the top surface of the seal is not flat and, examining the way it fits on the assembly, it cannot seal on the top surface.

Toilet in question is an off-brand Vevo toilet. Not Vovo, but Vevo.
