Adjusting the flush water volume higher than recommended wastes water. Lower than recommended volume could cause weak flushing. My question is - can higher volume cause a weak flush? The toilet I am dealing with is a Toto Ultramax 604CEFG.
Same question for an American Standard Cadet3. Can too much water lead to a weak flush?

the only problem i have ever had with too high water level is a double flush.

The problem with the Toto turned out to be a partially blocked siphon jet. This is the tool I made to evaluate the strength of the flow from the siphon jet
The jet was just blocked with poop. No mineral deposits, just poop. Cleaned it out with coat hanger wire.
Never came across this before. You would think the strong flow through the jet would keep itself clean. Perhaps it had to do with the poop from this particular customer.
I replaced the Korky Adjustable Universal flapper with a Korky 2021 red Gmax flapper and was surprised the find the GMax flapper used more water (nearly emptied the tank) than the universal set to max volume at 8.
