How about my second question: can I insert
a short piece between the bend and the elbow
to raise its height? Can I substitute a
regular elbow for the street elbow? That
would give me the additional height.

Code requirement is the depth of the water seal in the trap, shall be between 2" and 4".

Thanks. That would allow me to add an inch
to the height of the arm that exits the trap,
perhaps best achieved by using a regular
elbow instead of a vent elbow.
I don't like that it will raise the level of water in the tub drain pipe.
I don't see the point of a maximum: what's
wrong with having a higher seal?

Too deep a water seal slows the water velocity and can lead to earlier build-up of debris in the trap.
