I’m trying to replace the cartridge in this faucet handle. I’m able to take off the handle, but I can’t remove the base to get to the cartridge, it seems to be stuck. Any suggestions? Am I doing this correctly?

It unscrews - you may need a strap wrench and some plaster powder to give the strap 'grip' + may need a helper to 'hold back' from below.

Strap wrench and I often times will put a wrap of duct tape or electrical tape around the trim, to give the strap wrench a better grippable surface.

caution..
when trying to turn the trim ring, sometimes the whole valve assembly will turn.
watch the stem very carefully as things start to rotate. if the stem moves along with the trim ring...stop
get someone to hold back the assembly from underneath.
