That lever is attached, by means of a linkage, to a plug used to stop the flow of water out of the tub. You need to take the plug out, which is easy if the linkage is still intact.

cover the overflow hole with a rag. carefully because there are chemocals present. use a plunger over the drain hole. see if you can get a suction working back and forth.

This clears every drain I've tried it on, as long as you can plug that overflow or insert it low enough in the drain below the overflow:

he is talking about disconnecting whatever drain linkage assembly you have and insert this balloon thingie through the overflow until it gets past the tee that connects the tub drain. You cannot insert this through the tub drain because there is a cross bar there and it needs two tight 90 which is impossible, but if you disconnect the linkage you may or may not be able to put them back. Is the toilet draining fine? Any gurgling in the tub drain when you flush your toilet? If the toilet and tub are both blocked then the obstruction is downstream of where they merged and you may be able to clear it by pulling the toilet or from a cleanout or down the roof. If the toilet is flushing fine but the tub is backed up then it's the tub line only. You need to feed your snake in PAST the drain tee before you start spinning it. If you stick it into the overflow a few inches and start spinning then it can go sideways to the tub.
