I am replacing a bad closet flange. The original flange was installed about 1/2 an inch under the finished floor and when I removed the toilet there were signs of mold and the wax was blocking a third of the 4 inch pipe. The original work was done by a licensed plumber. The flange is cracked and I removed it. The new flange fits too loosely inside the 4 inch stub. I do not want to use the push in flanges because they make the hole smaller. I figure I want to leave it like it was before. I know I have to use inserts to bring it up at least flush to the floor.
Will the loose pvc flange glue properly or should I try a flange to go over the 4 inch pipe. I hate to have that exposed edge as the water comes down.

Extension flanges are sold for this reason it will glue into the 4” pvc pipe no need for flange extension kit plus it will glue deeper than the old flange

use a push-in flange.
it is going into a 4 inch pipe so there is no concern about making the opening too small.
as a side note.
you mentioned the wax ring was off center.
this is the exact reason that i put the ring onto the horn of the toilet bowl when setting a toilet. it can NEVER do what you had happen.
remember, secure the new flange to the floor and use solid brass bolts and nuts.

IMHO Using push in that makes the hole smaller is not a problem unless the owner has extremely large stool size.
