How do you plumb a 3 bay sink in a restaurant in NJ

pvc goes to (in this case flush with grade) grease interceptor

trap needs to be vented as shown here.
also there must be a flow restricting tee at the trap inlet.
tee is supplied with the grease interceptor.

I drew up the plumbing diagram and was told by the inspector that it was wrong, he said the first bay drains in to the grease trap and the other 2 bays drain into the main sewer. There is no dishwasher or pre rinse sink do you think that is the reason he wants the 3 bay sink piped this way?

i can tell you that they don't want hot, hot water nor dishwasher chemicals going thru the grease interceptor. they will disolve some of the grease and wash it into the sewer pipes.
that sounds like what your inspector is thinking.
