Plumber installed a toilet on the first floor and obtained water supply from the line serving the second floor. There is a line to the toilet with a shut off at the toilet. The shut off for the entire second floor water service was removed. Now I cannot shut off water to the second floor like before. The hot water shut off is still there he did not remove that. Was the plumber wrong to remove the valve on the cold water supply to the second floor? I used that shut off to shut off cold water to the second floor when I was doing plumbing. Now I have to shut off cold water supply to the entire house. That just seems wrong. Am I wrong or am I entitled to having the shut off on the cold water supply like it existed before the toilet was put in? Thank you

? What does the plan filed with the permit show ?
It could be argued that the valve serving the second floor only was removed as, after the toilet install, it would no longer do so, but would become a confusing 'mixed zone' valve.
Why, when there WERE floor zone valves, was the new 1st floor fixture fed from the 2nd floor 'zone' ?
The are NO code requirements for 'floor by floor' valves, merely for individual fixture stops which you DO have.

This is probably the answer to your question. Did you approve the decision to tab into the second floor cold line to supply the first floor toilet? Did the plumber explain why this was done instead of tapping into the supply line from the nearby first floor sink or shower/tub?
Once that decision was made, the second floor valve no longer supply water to the second floor exclusively. It supplies water to the second floor and the first floor toilet, and your first floor valve supplies water to the first floor except the toilet. This makes the floor zone valves useless because they are not serving their respective floors exclusively. If you want you can put back a valve for the second floor after you modify the toilet supply in the first floor to get it's water from the first floor.

That would be a ridiculous, and frivolous, reason for deleting the existing valve. Just because a first floor fixture was added to the second floor feed would NOT be sufficient reason for deleting it.

All risers should have an isolation valve and all water heaters should have a cold water supply shutoff
