No Cold Water at Kitchen Faucet

Just moved into a newly built house and I noticed there is no cold water at the kitchen sink. I get hot and lukewarm, but no cold. UNLESS the dishwasher is running. If it's running, then the sink gets both hot and cold water.

The kitchen sink and dishwasher are next to each other on an island. A single handle controls both hot and cold water. All other sinks in the house are normal.

Any ideas? Thanks!

Author: bsipps (PA) If it’s a single handle faucet it could be a cartridge issue How is the pressure in the fully cold position?

I installed a LAING Circulation Pump (1st one I ever installed) at the kitchen sink, this was the furthest away from the water heater. I had the same problem not having cold water, I wasted more water trying to get cold water. The LAING Circulation Pump would continue to send hot or warm water back to the water heater through the
cold water line when the pump timer was off thus keeping my cold water warm and sometimes hot...
I removed the Laing Circulation Pump and my water is now cold.
