Mom needs a toilet installed in her basement. It appears they stubbed the basement for such a purpose. I'm just not familiar with the pipe. My previous houses had PVC and one with a crimped pipe coming out of the floor.
Note, there is a cleanout about 2' from this location, so no worries I'm not trying to install a toilet in a cleanout. You can see the original picture before I removed the brass cap that had to be pounded out. Now I'm not sure if I should use a 3 inch toilet flange or remove the piece that the brass plug was installed into and use a 4 inch toilet flange. The 3 inch pipe moves and is tapered to 4 inches as it connect to the pipe coming out of the floor. It spins, but I can't get it to come out. I can get more pictures and a video if that would help. If I used the 3" flange, I'm not sure where I would mount it to the floor. The 4" would be more conducive.

very possibly what you think is a cleanout could be the toilet connection.
while what you thought was the toilet connection is in fact a cleanout.
just an educated guess...
