Good afternoon,
I have a late 1980s toilet with Brasscraft shutoff valve. Gets daily use. Couple of weeks ago it started to fill very slowly after flush, maybe 10 minutes to refill the tank. I can get it back to normal fill rate by turning shutoff valve completely off then immediately back on (and there is also a slight leak when doing the turn-off/turn-on). But the normal fill rate only lasts for that fill cycle. Then back to the very slow rate next time. Is this a shutoff valve replacement or is there maybe an adjustment?

The problem is the FILL VALVE in the toilet. THe easiest re[air is to replace it, but depending in the brand of valve you may be able to repair it.

sounds like you need to replace the stop valve too.
depending on your skill level with determine whether a plumber is needed.

No. The fill valve has a problem that requires the valve to be shut off to "reset" it. Once the fill valve is replaced, or repaired, the will be NO problem with the shutoff vzlve.

AND the OP needs to tighten the packing on the 'stop valve',
or rebuild it,
or replace it.

unless it is 'back seated' wide open (or shut completely) the packing leaks
