I had my hot water heater installed on 17 months ago the installation did not go well, he forgot to turn off the water supply so when he removed the pipe going to the old heater, water started going everywhere- my heater is in a closet in the living room so water went out into the living room and down the stairs leading to my front door- he only deducted $500 from the invoice which covered my deductible. I didn't pursue it further.

Yesterday the pilot light went out, so I called the same plumbing service and when I identify myself he hung up- I thought maybe it was a mistake so I called back and it went to voice mail.

I took the hint and called another plumbing service. When he looked at my heater he said it wasn't installed to code and I needed to get it up to code if I plan to sell my townhome.

Who do I report the problem to? ( he was able to get my pilot light on)

? did YOU, as the owner/builder, obtain the REQUIRED 'building permit' BEFORE the installation ?

if so: contact the 'building department' for a reinspection and proceed from there

if not: bill the 'school of hard knocks'

did you ask the second plumber what was not done to code? That would have been useful, and find out from them what the cost is to bring it up to code.

my guess is if the WH is functioning now, then the non-compliant parts may have to do with things like a drain pan, or the WH needs to be elevated off the floor, clearance issues, or T&P discharge line issues.

Sometimes "code issues" are in the eyes of the beholder. When my heater had to be replaced by the warranty company, the plumber wanted me to pay an additional #350.00 for "code issues" not covered by the company, I told him to install the heater and I would do the "code issues" but he said he had to do the entire installation. I told him in that case I would do the entire installation. When I called to receive the amount they were going to pay him, I said, "he could not even purchase a propane heater for that amount". They said he had told them it was a natural gas fired heater.

The "point" is that sometimes the "expert" wants to make his next truck payment and will decide you have "problems" that must be corrected.

Something with the water disaster story doesn't add up. You remove a live water line under pressure at a WH well then you are standing right there where the valve should be located and you turn it OFF or retighten whatever you just loosened.

IMO a gas burning appliance in a closet is just a bad idea. Could be that there is insufficient make up air and that's why the pilot light went out. Could also be a bad gas controller valve that needs changed. Wind?

So like Sum said what were the code violations listed by plumber #2 ? What was the diagnostic report about why the pilot went out?

Sounds like plumber #1 after 17 months still has a grievance against you (loss of $500 probably was his entire profit from the job) explaining why he hung up. This flood must have been his fault or no way he pays the $500.
