I have a leak under the sink at the arrows.

1) I'm wondering if this is piped correctly?

The leaky point is very loose and pulls down off the pipe easily. It has those opaque plastic flanged washers.

3a) Would the rubber flanged washers be better? OR

3b) Just clean it up, tighten it up and put it back together? Then test for leaks.

It is not technically correct, but probably need a plumber to install two traps under the sink.

***trap arm too high has been covered extensively on this forum.

My best and sincere advice is to research a local and small plumbing contractor.
This way any work will be done right and under a warranty.

If you want to take it the next level well then get it permitted.

That outlet from the U bend has to come out and drains right into the pipe coming out of the wall.

Whoever did it tried to make up the difference in heights by doing an offset. Good thing you don't even have a disposer which would have lowered things even more. My guess is it used to be shallow or single sink and switching to a double sink requiring them to join up and needed more space for the fittings. You can lower the pipe behind the wall or you can try to do two P-traps one for each sink so they can join horizontally.
