 2 new Shower cartridges will not shut off or mix water.

I have a glacier bay single handle shower handle. The seal went bad on the cartridge and I bought 2 new cartridges. The leak is fixed but now the handle will not shut the water off. It is a quarter turn valve style. I put the old cartridge back in and it shuts off the water but both of the new ones just let the water run like there is no restriction at all. So the water will not shut off. What could I be doing wrong or is there problem with both cartridges?

I am headed there to see if I can buy a new handle that will come with a new cartridge also.

I am clearly doing something wrong as I found a replacement cartridge that is not stopping the water flow either. It turns a quarter turn but nothing happens to the amount of water that comes out of the shower head.

Glacier Bay is Home Depot Junk, Period. Get a Moen or Delta valve and lessen your troubles

So I was fixing this for my friend. But I agree on the quality. Figured out the problem though... I was not wrenching on the nut that holds the cartridge in tight enough. It was tight enough to stop the leak but not enough to let the mechanism inside the cartridge to stop water. I am always afraid of over tightening but I guess that is not always the rule!

make it tight but not too tight
