 New Moen cartridge no water

I just replaced a 20 year old Moen single handle shower cartridge with a new 1222. The handle would spin on the old one and no water would come out (set screw was tight). I briefly flushed the pipe and neither saw nor felt any debris in the line. The new cartridge is doing the same thing - it turns but no water comes out. Yes, both hot and cold water are on. I even put the old one back in and turned the valve directly with pliers, still no water. It's all too simple to not work. Any ideas??

Have you tried pulling the handle out the turn is for mixing on off is pulling and pushing

The Moen 1222 valve is a rotate only valve, no push/pull on/off.

Update:
I gave up and got a plumber. He is stumped too.
He tried two new cartridges - still no water.
Flushed the valve - nothing.
Flushed with hot water only; then cold water only - nothing.
Inserted his fingers in the stream to verify both hot and cold streams were coming through.
Poked a solder wire into each side of the valve to clear any obstruction.
Nothing.
This is a double shower and the other shower works fine.

The recommended next step it to cut our the Moen valve and replace with a Delta valve. This is on an outside wall so requires replacing travertine tile in addition to the plumbing work.

Any advice before I spend thousands? Thanks!
