 Sticky /tacky/waxy feeling water

I have been having issue with water where it feels very tacky for example if u wash urself ur run ur hands together feels like ur rubbing wax in ur Palms almost or how it feels when u rub glue on ur hands showerswate ron body feels very tacky sticky like afterwards really sets out the skin like crazy seems i don’t know I had it tested for hardness and it came out. Or hardness I can’t figure out any explanation this has been going on for a while now seems worse but I notice receentlt when u first turn the water on the feeling is not there for about 1 or two minutes when the water is running but then afterwards it comes back after a minute or two rather than it being liek that when u first turn water on so I m wonder f what can it be anyone have ideas

Does this happen when only cold water is running

I don't know what it is, but we have it as well. When it occurred months ago I thought it might have something to do with some toilet plumbing we had done. Seemed to go away and then came back again a few weeks ago and now is back once more, but there has been no plumbing for like 7 months. It is a cold water issue. Anybody know what could be causing this, as it is baffling. It almost feels like someone has sprayed your hands with wax or Vaseline, or the feeling you get after handling candles, or manipulating dental wax for braces.
