we used schedule 80 for a riser on a telephone pole, we had to use the conduit for a ground and the cable, for the ground there is a ground rod next to the conduit at the pole, so we drilled a small hole in the schedule 80 pipe a few inches above the base of the riser for the the ground wire to attach to the ground rod, ok here is the question; the inspector is asking for a listing of the schedule 80 to show it is ok for us to do? Im not even sure what that means...

Let's start with the type of sch 80. PVC or steel/aluminum? If PCV, is it gray "conduit" or white "pressure pipe", or ?

Unfortunately, "gray" sch. 80 pvc water pipe is also "gray, but he wants sch. 80 conduit, which is marked as "u.v. resistant" and designed for electrical usage.
