 What are these two leaking holes by the exterior Clean Out pipe?

Hello, I recently became a first time homeowner and noticed two damp/leaking holes on the exterior wall of my kitchen sink and dishwasher, located on the underside of the wall that sticks out about 6 inches. The two holes are the width of a pencil and dribbles water. The holes seem to be constantly dripping water or whenever the kitchen sink or dishwasher is used, which is fairly frequent. The holes looks man made like someone drilled them on purpose. Are these holes and the dripping/running water normal? It’s near the exterior clean out pipe and the previous homeowner had recently installed a new dishwasher. What are these holes for and is this a sign of a bigger problem? Any help and clarification would be appreciated!

Those holes are part of the "weep screed". The weep screed is a sheetmetal flashing strip, that finishes off the bottom edge of the stucco, provides a thickness gauge for the stucco application and also allows any water that gets behind the stucco, to weep out. My guess is that sink drain pipe in the wall is leaking. The wall will need to be opened up and the leak repaired.

I opened up the wall and it turns out a portion of the pipe is cracked. Not sure how, but a tech is guessing something hit the cleanout pipe and cracked the pipe in the wall. I had a few techs come out and one says my foundation has to be ripped up to fix the pipe properly and another says they can just repair the broken portion since the crack doesn’t go beyond the joint, but the estimates are pretty up there, too. Since the costs are similar, which type of repair is better? Would appreciate the thoughts and advice of seasoned professionals, thank you!
