 New toilet flushes slow but passes 5 gal bucket test

Please help me with this one.
Everyone has had great input when dealing with an old toilet, but my toilet is new and nothing is clogged, but flushes slowly. Yet water shoots down when I dump in 4 gallons from a bucket.

How does it flush when you only use the 1.28 or 1.6 gallons it should use?

if it passes the 5 gallon bucket test then there is no obstruction from the bowl downward.

that usually means the water is not getting from the tank to the bowl the way the manufacturer designed it to.

thoughts..

flush tower or flapper not lifting enough?
obstruction in path from tank to bowl?
obstruction in bowl flushing opening?
defective product?

Slow flush equals obstruction, if you flush number to does it go down but slowly? Sometimes the there can be an object caught at the Horn of the stool. And I have to buy the turn away could be such a thing as a tuba toothpaste or as I had once a toy soldier this is. Removing the toilet and pulling it out through the horn might be a solution
