 Water Hammer Cause and Fix?

Hi-Kind of a two parter so, I'll label them...

I've lived on the top 3rd floor of an old condo for four years. In October my neighbor on the 1st floor's old TANKLESS toilet had to be repaired due to non-stop running. Water was shut off for our line and the repair was made.

Since then, whenever the 1st floor tenant flushes his toilet -- I hear a loud bang and the sound of rushing water in my shower wall. Never had an issue with or heard it before. The tenants on the 1st and 2nd floor do not hear this noise, only me on the top floor. Both I and the tenant on the second floor have toilets with tanks and hear no noise when we flush our toilets.

Now the building management are saying it's "Water Hammer" and they'll have to go through my refinished bathroom wall to repair. It may be Water Hammer, but I am wondering if it could be related to the 1st floor's old TANKLESS toilet's pull on the overall supply line, or maybe they didn't increase the pressure enough when they turned the water back on after doing the repair in October (note: the 2nd floor tenant is complaining of low water pressure). It just seems odd to me that this is an issue coinciding with the repair to the 1st floor's TANKLESS toilet in October.

Any thoughts as to the above, advice or suggestions would be appreciated.

Also, I've mentioned to management we try turning off the supply again, drain floor by floor, and turn back on ---as I've seen mentioned elsewhere as a potential fix for Water Hammer (ie. potential fix for waterlogged air chamber). Let me know your thoughts on that as a remedy for Water Hammer.
