 Need help with new bathroom installation

UGH. New basement bath, installed sink and shower/tub faucets, have no hot water. All other locations in house are OK. Tried to flush lines, thought there might be an airlock, then got no cold water either. Hot came out cold after trials, not sure if that was just the water that we forced up the hot line in the sink.
We are not finding any hot lines turned off, and don't understand the relationship between the sink and shower and why both would have no hot water, then no cold. Wondering if this could be a pressure balance issue with the tub/shower control.
We are trying to make the best of a bad situation where our contractor was let go when we realized he let his license lapse, so we cannot ask his plumber for advice (as we do not know his name). All plumbing work was inspected and passed, so we think it was done correctly.

We are grateful for any advice anyone can give us.

Possibly the problem is upstairs. Photos and more info is needed.

turn off water, remove innards from shower valve, turn water back on.
what happens?
