 No cold water from showers after hot water line shut

Hello.

My hot water heater failed and I had to close the hot water feed to the water tank.

The kitchen and bath faucets and toilets have running cold water.

The two showers now have only a slight cold water trickle, not enough for a cold shower or rinse. They are both delta single faucet control. I haven't noticed any issues with hit and cold water mixing. Both are 15 years old.

Any suggestions? Would the faucets work when the hot water is restored?

welcome to the world of non-scald showers.
this is a function of the temperature balancing mechanism.
if someone flushes a toilet or if someone turns on the dishwasher while you are showering then the mechanism balances the hot and cold mixture to keep the shower temperature constant.
so, without any hot water to the shower valve, you will also get no cold.
so, your valve is working as designed.

i can't speak for your NY code but my MA code has required them for decades.

My area of upstate NY is under the international plumbing code
