Slimy Black Specs and dark water only in hot water line

Slimy black specs are coming out of just the hot water line. It is getting worse with dark water coming out too. I had a Rheem hot water tank installed in October of 2019. I drained the tank and only a few white specks came out. The Rheen representative said the water line had been coated inside with rubber and it is now deteriorating. Some of my lines are copper and some are flexible. Another Rheem representative I called said it was the anode rod. I don't think it is the rod. I have never heard of house copper lines being coated inside with rubber. Is this the problem? I am not sure when the copper lines were installed. The flex lines within the last ten years.
