 Lost pressure at hose bib

I had an outdoor hose bib dripping about 4 gallons a day. I closed the inside valve that feeds the hose bib so I could replace the washer. The valve hadn't been closed in at least 20 years. It's behind the clothes washer and if I had to move the washing machine before I'd remember! Replacing the washer in the hose bib went well but now the pressure at the hose bib is low. I have an expandable hose on the bib and it takes a long time for the hose to expand and then as soon as I open the spray nozzle the hose starts to contract until the output is down to a trickle.

I checked that the indoor supply valve was opened fully and it seems to be. It stops hard after a couple of turns. I removed the valve stem on the hose bib to make sure the washer was properly installed and it's fine. What happened to my water pressure? Could it be the indoor shutoff valve? It still works properly: when I close the valve the water flow to the bib stops as it should. I'm perplexed.

The indoor shut off valve is in a very awkward place. Only the handle extends past the wall so if I have to take that valve apart I have to cut out drywall, making exploratory surgery there a last resort.

I welcome ideas or opinions. Thanks in advance.

shut off the inside valve, take the stem out of the outside hose faucet, turn the water back on. what happens?
if you still have no pressure then you have no choice but to access and repair/replace the inside valve.
