My basement is unfinished with 2 functioning floor drains. Additionally there is a drain at the same level outside an exterior door. I will be blocking in this door with concrete blocks. Eventually covering this drain with a layer of concrete and fill. What procedure can I use to have a good sealing off of the exterior drain?

the drain outside the door is there FOR A GOOD REASON

personally, i would just stuff newspaper down inside and fill the rest with mortar mix.
i have seen old cast iron drains in basements done this way 50-60 years ago and they are fine.
if you want, you can use a rubber test plug and then cement over it.

That exterior drain should not be used for run off.
