 Pfister mixing valve

I am installing a Pfister mixing valve for a shower/tub,and I pressure tested the valve and it isn't leaking, but the tub spout just shoots out water and won't turn off even when I put the shower handle on to turn the mixing valve to the on/off positions, water keeps coming out the tub spout. The tub spout is just a copper stub out at this point. Is the mixing valve clogged? Does it have some kind of mechanism that needs to be messed with? Why won't it control the flow of water to turn off the water to the tub spout? The part of the valve body that says "tub" is facing the tub spout, and the part that says "shower" is facing up towards the showerhead. Please help!

Either the cartridge is dirty/defective(missing seal?) or the valve body is defective.
