 TOTO Toilet recurring issue

Hi,
I have a TOTO toilet Model (ST403E) When you flush the toilet the tank will keep filling unless you remove the lid and push down the float. This model toilet does not have a regular flapper it has a flush tower. I have replaced the flush tower and adjusted the settings with no luck. I am hoping someone has some experience with this type of toilet.

It may be the fill valve float needing adjustment, or the refill tube not attached properly to the overflow tube such as below the tank water level causing self siphoning. If you can push the float down to stop it then is there a height adjustment to the float on the fill valve (the mechanism attached to the water supply)?
