no, it will not waterproof, merely dispose of the leaked in water

in some cases it will.
it cost my son 3000 to do this but it worked.
they came in and broke up the cement floor around the entire perimeter, 18 inches wide trench.
they removed all the dirt and rubble down about the same depth (18 inches)
they put a few inches of crushed stone all around and the put 4 inch plastic drainage pipe.
the pipes lead all the ground water to 3 different sump pits.
more crushed stone on top and then finish the cement floor.

What Packy described is called "basement waterproofing" here in Michigan. It's probably the best solution when you have water coming into the basement. If done properly, they should offer a lifetime warranty.
