 Drain seems clear, toilet won't flush ??

I have a basement bathroom whose toilet seemed plugged about a week ago. I plunged aggressively repeatedly but the bowl continued to fill up when I flushed the toilet. Over time the bowl will slowly empty. The shower drain in the same bathroom will "gurgle" some but it drains fine. All the other drains in the house are fine. I snaked the toilet and there were no obvious obstructions then I pulled the toilet and ran the 3/8 snake out to its full length of 25 feet and found no obvious obstructions. My next move will be to run the snake up and downstream at the most down stream clean out. I'm on public sewer. I'm also getting a lot of "sewer" smell in the whole basement that I assume is coming up the wash machine drain in the room next to the basement bathroom. I just can't understand why all the other plumbing would drain fine but just not the toilet. Any help or advice is very appreciated.

with the toilet removed, run the shower for a short while. see what happens.

You need to have it cabled by a cable that is about 1" in diameter not 3/8 and it needs to go thru a cleanout or you need to pull a toilet.
