 Mobile park stink pipe

Hi I recently moved my travel trailer to a mobil home park and my neighbor that has lived at the park for several years has made a complaint about sewer smell going into her mobile home. She says it's been going on for several years, and blames ours and previuos tenant's trailer sewage pipe. Coming out of the ground from my trailer space is a black 10 foot tall 4 inch in diameter pipe that I believe is a "stink pipe" connected to the sewer system of the mobile home park. When weather and wind conditions are just right I believe it causes hydrogen sulfide and methane gases to drift to surrounding trailers. I sometimes smell it too. Below is a link that shows the pipe coming out of the ground. There is no filter cap on it. The neighbor insists we are the problem. What can I do to help correct this problem? That section of piping belongs to the trailer park, so she should be complaining to them, not you. It is the space's vent for its trap and has NOTHING to do with your unit, because it would be the same regardless of whether you were there or not.
