I have a problem, my water heater has a continuous flow of water from the hot water pipe coming from the water heater tank . I shut the hot water valve off and the water company meter stops I turn it back on and the meter starts moving again . There is no visible water damage or leaks visible anywhere in the house . Has the water heater gone bad ? Do I have an unseen leak? Both my electric and water bills spiked .

Unseen leak. Usually an in-ground pipe.

You have a broken hot water pipe under the floor, and it will only get worse until it reaches the point where ALL the hot water is going into the ground and you do not have any at the faucets.

If you have water lines installed under your slab you will need to re-pipe to the attic if you have one. If you don't have an attic you must find an alternative way to pipe your system. Piping installed on the exterior of a home must be insulated. We need more information to help you. Are you in a part of the country that freezes in the winter? Is your home built on a concrete slab? ect...

This may cause because of unseen leak in a ground.
