 Dripping/leaking tub faucet

Hi, the house is old and all bathroom faucets - too. Bathtub faucet started dripping, while changing gaskets in American Standard hot/cold valves noticed that water was slowly appearing/sipping through the valves even when it is shut down in the basement (!). With the new gaskets the leak reduced to dripping ~1 drop per minute.

However, after a few times using those valves, the leak resumed and got worse. Rechecked the valve with replacement gaskets, and found a black small rubber piece of a gasket/washer that couldn't belong to that valve, and wasn't there before, I am positive. Put everything back together and turned hot water ON to test the leak, hot water started flowing freely through the bathtub faucet as if handles were not in the off position.

I hope, fixing old Safemix by Symmons (model O -circa y.1960) shower valve will be enough? or does the water gashing through bathtub faucet when all handles are in off position sounds like a bigger trouble? I don't have Symmons wrenches yet(and 0 experience with such repair) to proceed. Would be grateful for advise on it.

it does sound like one of you shut offs that you used has a deteriorating washer.
