 Delta Water Temperature

My plumber has installed a new Delta single handle shower valve in my new shower. The model: #R10000UNBX DELTA ROUGH VALVE. The problem he is having is there is no cold water when you turn it to "Cold"..He has replaced the cartridge with another new one. The temperature only ranges from 85 on cold and 95 on hot, while the new sink in the same room gets to 120 degrees. He has taken off the valve and run the water straight through and it also reaches 120 degrees. Does anyone out there have any ideas as to what the problem might be so I can pass this on to him?

speaking for myself.
when I respond to someone I try to base my answer on past experience.
"oh, that has happened to me before and this is what I did to fix it".
generally when no one responds it is because we have not seen this before and don't want to give bad advice.
so, taking a guess I would say the limit stop parts are misaligned not allowing the handle to get to the correct position ??

I am also assuming this part does not come with the 2 cartridges we have put in the unit?

it DOES, and if it did not, you would have "maximum" hot water temperature.
