I had a refrigerator installed today and didn't know where the water valve shut off was. In trying to find it the installation guy turned the water pressure valve and now it wont stop turning and at least one of my neighbors and i dont have water. No one else is home at this time

The valve broke when he shut it off, and now it has to be replaced, (or the broken insides removed).

when 'water pressure' valve was stated i thought PRV
does sound like a 'dropped' gate

Naw Bern... your opinions are needed for us plumbers. But that valve may have a stripped stem where it threds through the gate. That's one reason why ball valves are so popular these days.
