 unable to turn off water supply to toilet

I tried turning the valve all the way off but the fill valve does not shut off. thoughts?

sometimes if the water is just trickling out you can tweak the handle with a pliers.
don't turn killer hard just a tiny bit.
anyway, this is a common problem.
there is a washer in there that just won't work as it should.
if the valve can be identified (generally they are brasscraft brand) you can buy a new one that is exactly the same, remove the stem and handle and replace with the new stem and handle from the new valve.
gotta be exactly the same.
of course you can change the washer in the old valve but that type valve does not use a screw to hold the washer in place. instead the washer is forced over a protrusion that locks it in place.

Replace the angle stop with a ball type angle stop...get ur done.
