It is most likely your water heater trying to remove air in your WH Tank. Drain your tank periodically.

To me, I would say it's a bad washer in either the angle stop valve or the faucet.

What is the make and model of the faucet? Some had that problem when the end of the steM corroded.

Remove the stem and see if the end of the stem is metal and the metal has corroded. If so, that is the problem and call 1-800-PFAUCET to get new stems. They were called "washerless stems".
