 Air in hot water lines

We continuously have air in our hot water lines, never the cold side. This has been going on since we purchased the property in March 2018 and also with the previous owners. I have bled the lines several times by opening all the shower heads and faucets and then reversing the procedure, to no avail.

Is there a vaccuum breaker on the water lines leading into the water heater?

There is no vacuum breaker that I can find. I have talked to two plumbers who have been in the business for 20+ years and they haven't come across this issue.
