 Puddle forming against exterior wall

We recently moved into a home. This puddle has formed over the past few days. The water heater is a few feet behind the wall where the puddle is forming.

Any thoughts or help is greatly appreciated.

Upon further inspection, there is water flowing up from the ground.

Guessing that the 3 pipes shown are the WH pressure relief valve termination, an AC pan drain and a WH pan drain. Plus a roof downspout, any of which can cause your puddle of water. You must be vigilant and determine which of these sources is the culprit. You do want to resolve this. Not enough photo to show surfaces drainage away from your foundation but that is also a consideration. Good luck in your search.

Has anyone used the sill cock recently, to wash a car? Did someone open a valve to the sill cock that was previously closed?

There appears to be water which is coming from somewhere. I would try to find out where it is coming from. We ever readers have pointed out that it could be faucet or roof another thing is a pipe that is leaking.
