 Maintenance vs. none on commercial Bradford White Defender

I am in a 200 apartment complex built in 2009 in Santa Barbara which has very hard water. The gas water heater is a 50 gallon Bradford White Defender which also has a hydrojet label. Lately I have seen the plumbers replacing many of the water heaters. Also I have been here long enough to notice that there is no regular maintenance on the water heater which I presume could be done by the regular maintenance staff vs. a plumber. Do you not think in the long run it would be cheaper to check the anode and replace it on a fixed time period compared to replacing the water heater? Would not regular maintenance prolong the life of a Bradford White water heater enough to be much cheaper than replacing it.

In MA, the job has to be done by a licensed plumber, by law. They could have the plumber put electric anodes in when the tanks are new.
