 Water Heater Not Making Water Hot Enough

Hi My water heater is set to the highest setting, which is "Very Hot", but the water temperature is still not very hot, at about 108 degrees. Also every time when I turn on the shower for hot water, it takes about 2 mins for the hot water to come out. It will run hot (again not like 120 degrees hot) for a few minutes, then it just became warm. What do you think the issue is and is this something that I should hire a plumber to check? I know that setting up at the highest setting of very hot is not good for the water heater in the long run but even at this setting, it's not hot enough.

my first thought...
do you have a recirculating line ?
have you had someone turn the hot water on while you stand at the water heater with your hand (carefully) held onto the hot water out pipe ?

Second thought is that you have a hot water leak and the heater cannot keep up with it.

"IF" electric, test for defective burned out heating element.

"IF" electric, check wiring connection (wire nuts) where house wiring connects to water heater for corrosion - bad connection. Check power to heater - possible defective breaker.
