 water heater, or drain ?

hi. Ive got an issue i cant seem to find a solution to. first problem was no hot water. so, checked the pilot, was burning hot, noticed heavy sediment and corrosion on t&p valve, so turned off tank, and gas, drained tank. was minimal sediment in water...so (i know i shouldnt of) removed valve and cleaned it out, checked lines in and out of tank(cold in, hot out) no leaks. Checked out vent pipe, ran a wire cleaner up piping, also minimal (soot)? replaced to top of tank, refilled and relit, checked draft(lighter flame readily tried to go upwards of the vent pipe. Again pilot/burner burning strong, appeared to have clean burner tray, no debri in or around it....water rushes straight out still.OH! i forgot to mention, main reason for shutting off, before noticing buildup on valve, i could hear steady rushing sound of water from pipes, then went out and turned offinlet to tank....
So, water that is in tank, DID get hot, but when i turned back on from cold to feed tank(and use hot water) it rushed out of the hot water side down a pipe i traced that goes along base of wall, about 6 inches to ouside then straight down to, ???, sewer. so for about 7 minutes have really hot water, minimal pressure (hot, or cold, now)then , i run out to turn vavle off again so im not shooting steady stream of water to ....nowhere...someone suggested maybe a new t&p valve instead of cleaned up version, so replaced with new. Same issues. Except now Ive noticed that the hot water to bathroom sink wont come on at all...just an airy whooshing sound like blowing through a papertowel cardboard....but no water. none in kitchen, either..
Any ideas? Could I possibly have a hole in pipes not allowing water to actually shut off?

If it is NOT going out of the T&P valve, then then next option is a broken hot water line under the floor, (a common problem). A plumber, (a good one), can advise you about the cause and cure.
