just my PERSONAL opinion:
? who, in their right mind, installs a gas fired appliance (other than a kitchen stove) upon a flammable surface ?

The manufacturers state that the heaters have ZERO clearance to the bottom of the heaters, which means they SHOULD be able to sit on a combustible surface, although few do. In this area, when a water heater leaks the base it is sitting on can deform causing the heater to settle crookedly, (as did mine). When this happens, I insert a plywood square, or disc, under it to level it up.

You have to believe that the manufacturers know their product, otherwise everyone would have to "overbuild" everything.

Automobiles, food, etc., can ALL be subject to recalls, but you cannot do anything to avoid them because they do NOT give warnings ahead of time.

Does the defense industry do recalls? Can they recall ICBM missiles or recall a few submarines or aircraft carriers?

Missiles blow up, submarines sink, and aircraft carriers just do what they do.
